In its third year, the Optimizing Health Outcomes for All Report provides an updated view of strategic priorities, actions, investments and impact in efforts to optimize care for all, across the provider, payer, life sciences, government, nonprofit and community sectors.

Enhancing health outcomes and wellbeing is a core goal of modern health care, yet challenges persist in achieving optimal health for many individuals and communities. These challenges stem from a complex interplay of factors, including access, affordability, societal dynamics and demographics. To improve health outcomes for all, it is essential to recognize these challenges and tailor interventions accordingly. While the language surrounding these efforts is evolving, the work remains a priority. As such, the following findings indicate that working toward optimal health for all provides clear value to both patients and businesses, fostering continued commitment across the health care ecosystem.

In early 2025, we surveyed 500 leaders in the US who are dedicated to addressing health gaps across various health industry subsectors, yielding valuable insights into the current state of health outcomes optimization efforts.

Landscape summary

Across the health care landscape, health outcomes optimization remains a top priority, with 86% of organizations committed to continuing or enhancing their efforts. Public sector respondents (government and nonprofit respondents), driven by their mission to improve community health, anticipate a 75% increase in prioritization, while private sector organizations (payer, provider, and life sciences respondents) exhibit a more varied outlook, with 43% planning to increase focus.


There is a growing emphasis on health care access and quality (56%) and affordability (34%), with less focus on non-medical health determinants, indicating a shift toward strategic priorities within organizations’ impact scope.

The value of health outcomes optimization initiatives is evident, with 85% of respondents reporting positive impacts on health outcomes and nearly 74% noting improved financial performance. Organizations are thus increasingly linking health improvements to fiscal sustainability, particularly in managing chronic diseases.

As the macro landscape shifts, challenges related to access, quality, and affordability remain central. Collaboration across the health ecosystem, especially with provider and life sciences organizations, is seen as essential for advancing health outcomes optimization strategies in this environment.
